Employment Officer (New Communities) 

Full Time Continuous Contract (funding dependent)

A vacancy has arisen for an Employment within our Migrant Integration Team to work with newly arrived International Protection Applicants, Ukrainian Beneficiaries of Temporary Protection and refugees living in South County Dublin. 

The Employment Officer (New Communities) will work as part of the Migrant Integration team, providing focused and tailored employment support, advice and training on an individual and group basis to newly arrived migrant groups, with particular focus on International Protection Applicants, Beneficiaries of Temporary Protection & Refugees in South County Dublin. 

The Employment Officer will provide tailored employment support, advice, and training, empowering individuals to navigate employment pathways, access relevant training, services, and employment opportunities. This role combines one-to-one support, group training, training coordination and employer engagement with the goal of empowering the target group to self-support and self-advocate, where possible. 

Duties of the post: 

  • Provide individual and group employment support to new communities, including CV preparation, coordination and/or delivery of trainings, job search assistance, interview skills training, and career guidance.
  • Coordinate delivery of accredited and non-accredited trainings relevant to client needs, working with a panel of skilled tutors & training providers. 
  • Develop and deliver group workshops and training sessions on CV preparation, interview skills, employment rights, workplace culture, and job market navigation etc. (additional training can be provided for the right candidate). 
  • Organise information sessions, jobs fairs etc. to support clients understand, access and navigate the employment market in Ireland. 
  • Host weekly clinics and outreach to local direct provision centres to engage and support clients. 
  • Carry out and regularly update service mapping for local and national providers of employment and educational supports accessible to migrant groups e.g. employment training programmes, English language training, University of Sanctuary etc. 
  • Engage directly with employers to identify suitable job opportunities for programme clients.
  • Build strong relationships with statutory and non-statutory agencies, developing and maintaining referral pathways that will support vulnerable individuals you are working with. 
  • Provide an accessible and culturally aware service, ensuring all clients can effectively access employment supports.
  • Proactively drive service improvement within your area of responsibility and support as required programme evaluations to measure client satisfaction levels. 
  • Manage all administrative duties efficiently, ensuring compliance with GDPR guidelines.
  • Provide regular & comprehensive reporting regarding developments, gaps or blocks.
  • Travel regularly within South County Dublin (Tallaght, Clondalkin, Citywest, Lucan) for outreach work. 
  • Other related duties as required by management.

Person Specification

Qualifications:

  • A relevant third-level qualification including career guidance/guidance counselling, social sciences, social care, or similar or a combination of education and/or experience relevant to the role.
  • A minimum of two years’ experience in a similar position. 
  • Experience providing employment support, career guidance, and job search assistance e.g. CV preparation and interview coaching. 
  • Experience in coordinating training programmes including working with tutors & training providers. 
  • Knowledge of employment rights, workplace culture, and relevant labour market policies in Ireland.
  • Knowledge of employment and educational supports available to International Protection Applicants, Beneficiaries of Temporary Protection and refugees. 
  • Strong understanding of the barriers facing migrants and asylum seekers in accessing the labour market in Ireland. 
  • An understanding and ability to relate to and work with people across cultures and backgrounds. 
  • Ability to communicate effectively with individuals who do not share a common language.
  • Excellent written and spoken English. 
  • Aptitude to work on own initiative as well as work collaboratively as part of a team.
  • Proficient in MS packages e.g. Word, Excel, Outlook, programme databases, SharePoint portal.

    A full driving licence and access to a car for travel throughout the catchment area. 

Experience/Knowledge: 

Desirable 

  • Experience in designing and delivering training programmes, preferably related to employment and career development.
  • Experience working with individuals from a migrant background and/or those in the protection system. 
  • Ability to communicate in more than one language preferably Arabic, Pashto, Farsi, Russian, Ukrainian, French or other.
  • Train the Trainer or other facilitation/education qualification
  • A commitment to trauma-informed and human rights-based approaches.
  • Experienced in report writing and meeting funding deadlines.

Terms & Conditions

PostEmployment Officer (Migrant Community) Full time Continuous Contract (funding dependent). 

Location: Post requires outreach work with travel required throughout the service delivery area of South County Dublin (Tallaght, Clondalkin, Citywest, Lucan etc.).

Reporting to: Migrant Integration Manager & Migrant Integration and Employment Placement Senior Manager  

Salary€ 34,831.00 - €51,737.00 (inc. two Long Services Increments) depending on experience
