EOIs invited from consultants to evaluate new corporate/charity education partnerships
Introduction
Community Foundation Ireland invites expressions of interest from suitably experienced consultants to evaluate the Financial Wellbeing Education (FWB) Programme, a collaborative initiative between our corporate client, and two charity partners. The programme aims to enhance financial wellbeing through education and will be delivered from January 2025 to October 2025.
Project Overview
The FWB Programme involves the development and delivery of financial wellbeing education by the corporate client in partnership with two charity organisations. The evaluation will assess the programme's impact on beneficiaries and partner organisations, the quality of educational materials, and other relevant metrics. The education programmes will be delivered over 2 x 6-8 weeks blocks to small groups of students (<20).
Scope of Work
The consultant will be responsible for conducting a comprehensive evaluation of the FWB Programme, focusing on the following key areas:
1. Beneficiary Outcomes: Assess improvements in financial wellbeing, including changes in financial knowledge, behaviours, and attitudes against specific targets and learning outcomes.
2. Impact on Organisations: Evaluate the positive impact on partner organisations, including enhancements in their capacity to deliver financial education and benefits to their core work.
3. Product Evaluation: Review the quality and effectiveness of the teaching materials and courses produced, including their potential applications and scalability for future use.
4. Comparative Learnings: Analyse how the impact varies across the two different organisation types.
5. Additional Metrics: Identify other relevant metrics such as participant satisfaction, engagement levels, and the sustainability of the programme’s outcomes.
Deliverables
- A comprehensive evaluation report with recommendations for improvements and insights into the programme’s broader implications.
- Interim progress reports as required.
- Final report to be submitted by the end of November 2025.
Submission Requirements
Interested consultants are invited to submit their expression of interest including the following:
- A detailed proposal outlining the approach and methodology for the evaluation
- Relevant experience and qualifications
- A timeline for the evaluation process
- A budget breakdown
Evaluation Criteria
Tenders will be evaluated based on the following criteria:
- Understanding of the project and its objectives
- Proposed methodology and approach
- Relevant experience and qualifications
Timeline
The consultant will need to be available for one day between 6th and 18th 2025 and another day between February 3rd and 15th while the corporate is developing the programmes with the charity partners.
The first delivery of the courses will be complete by the end of June 2025 after which an interim update will be required.
The second delivery of courses will be complete by the end of October 2025 with the final report due by end of November 2025.
Funding
The maximum cost of the study will be €10,000 inclusive of VAT.
