PEIN requires a consultant to support the preparation and development of a new Strategic Plan including the writing of same to final stage.
PEIN requires a consultant to support the preparation and development of a new Strategic Plan including the writing of same to final stage. The consultant will have responsibility for driving the initiative, in collaboration with the PEIN Executive and National Coordinator, which will draw on their necessary expertise and knowledge and will be expected to make recommendations and draw conclusions as appropriate.
The key tasks in the development of the Strategic Plan to be completed by the consultant are:
- To explore the current context and the landscape against which the next Strategic Plan will be developed including key trends that will impact on that work.
- To outline the achievements and shortcomings of the work of PEIN over the last ten years.
- To present a proposed set of priority themes with broad objectives and actions, set out in order of priority, for the new Strategic Plan with measurable targets.
- To outline an evidenced based casein support of prevention and early intervention.
- To propose additional recommendations that the consultant deems beneficial to the strategic direction of the organisation.
- To consider existing/future strategy in the context of relevant plans/strategies including:
- Young Ireland: National Policy Framework for Children and Young People 2023-2028
- First 5: A Whole-of-Government Strategy for Babies, Young Children, and their Families 2019-2028
- Supporting Parents: A National Model of Parenting Support Services (Dept of Children, Equality, Disability, Integration and Youth)
- DEIS
- Sharing the Vision Mental Health Policy
- National Mental Health Promotion Plan 2022-2027Creating a Better Future Together: The National Maternity Strategy 2016 – 2026
- Specialist Perinatal Mental Health Services: A Model of Care for Ireland (HSE, 2017)
- National Women's Health Action Plan (2024-25)
- The National Healthy Childhood Programme Framework (2018)

Frameworks for Foundation Level Infant & Early Childhood Mental Health (IECMH) Professional Development (2024)
This will include:
- Consultation with the PEIN Executive (12) and staff team (3) in the form of a series of face-to-face meetings and, as necessary, email and telephone communication.
- A planning workshop with the PEIN Executive involving debate on vision, mission, goals, objectives, and key issues for the network. A survey of key stakeholders (to be identified by the PEIN Executive).
- Presentation of draft framework document to the PEIN Executive for comment.
Write up of final Strategic Plan considering feedback and suggested changes.
Proposal Content:
- Proposals must contain, as a minimum, the following elements:
- Process/timetable listing key milestones.
- Methodology to be used.
- Description of expertise and experience (including details on team members, if relevant).
- Detailed budget.
- Breakdown of time allocations.
- Identification of any conflicts of interest.
Referees - contact details must be supplied for two referees’ that PEIN can contact who has used the proposed consultant for similar/related work.
Budget:
- The budget available for the total project is €10,000. A detailed breakdown of costs associated with all elements of the project should be submitted.
- A current tax clearance certificate will be required.
- The total fee in the proposal should include all costs (including VAT). The consultant bears full responsibility for all tax and financial obligations towards relevant authorities.
- PEIN will cover costs associated with design and distribution of the Strategic Plan.
- This contract will be awarded based on a fixed price contract, and as such, all costs must be
- quoted (and clearly indicated) as a fixed price in Euro.
The successful consultant is expected to work within the agreed budget and report regularly on budgetary issues.
Insurance:
The successful consultant will be required to submit evidence of relevant professional indemnity and insurance details.
Timeline:
- It is expected that the process will be completed between January 2025 and end of March 2025.
